In my experience it does, but you have to play sillybuggers
sometimes:  if you switch to another app, then select Force Quit
from the apple menu, you can select something and it'll quit
properly.

As I understand it if an app isn't responding to the system
(which is what the wheel means, after all) it isn't going to
respond usefully to the Dock's "so what stuff should I put
on this context menu?" request, which may well make the Dock
unhappy too.

Apple->Force Quit.  Works every time.  Or it has for me, anyway.
