Because it's a machine designed to run Windows, which needs the keyboard
(not to mention mouse and display) anyway, and there's an assumption that
you'll either have those directly attached or via a KVM switch.

Certainly hateful, and a key reason why we simply will not allow
PC kit into our machine rooms -- sure, some of it comes close to
getting this right, but a blanket ban is a whole lot easier to enforce.
