Not just 2003. Outlook, and Outlook Express, both have this "feature".

You get to chose: all or nothing blocking of executable content, which
includes Word documents. So, I have to advise my clients to turn off the
"protection", or they can't work.

Hate, hate, hate.  Oh, and hate for the stupid "your fault" protection
feature as well. :/
