Just tested on my fiancee's laptop.

It appears to be the entire frame in which the tabs sit.  You can
double-click to the right of the tabs, or on the bars on the left, right
or bottom of the main viewing area.  So it's "double-click on the outermost
frame inside the window decorations to add/remove the decorations", not
a small invisible toggle.

Still, an 'interesting' feature.
