Oh, but it has. SGML has it, and hence, HTML has it. However, I've yet
to encounter an browser that comes close to actually being able to parse
HTML.=20

Heck, after 15 years, most browser are still unable to parse an HTML
comment, so it's not surprising they are totally oblivious about any
SGML construct that's more advanced.

It's so much more satisfying to implement BLINK or MARQUE.=20
