The [apple symbol] menu is in that same global menu bar, and thus unclickable because a beachball doesn't want to be used for clicking. So I focus another application, the beachball turns into an arrow pointer again, and hey, look at that, I can access the [apple symbol] menu and Force quit Safari. Hurrah for logic!
