I've just committed a revised TODO list and a start on a HACKING 
document.  If folks want to email back and say what TODO things they 
will look at next - note not ever, NEXT - that'd be super.

I'm claiming improving the test coverage, as it's the kind of oddness 
that I like - I should be able to knock in the first few patches to it 
about lunchtime.
