It should get added.

No, I don't think so.  I think it's safer to assume that people will
put them where they should go rather than try to write code to
second-guess them.  That's my excuse anyway :)

All the subscription requests will get SubjectTagged.

Partly, and partly because the SubjectTag plugin isn't set to be
personal (personal plugins have a + in front of them).  The typical
way to have per-user subject tagging is to put it at the end like so:

post Archive Send +SubjectTag

I think in SubjectTags case that's maybe more sensitive as it
restrains itself from tagging something that's already tagged, so you
really want it to be purely personal.
