Or at the very least it needs a shave.

I've gone right off the original "it's a bunch of globals" approach.  I 
remember we started to move to using an AppConfig object, but then it's 
all propogated back out into the globals for backwards compatibility.

I think it's about time for the backcompat to take a bullet, and simply 
export the $config object.

Anyone got reasons not to?  If I don't hear 'em in the next couple of 
hours I'll break out the clippers.
