I think so, yes, and not really, but sometimes. PRAM still stores things like system clock, IIRC. OF has important things like which disk/partition to boot from, and can have a systemwide password, etc. Extension conflicts ... for the most part, nothing is installed in /System/ except for Apple stuff and drivers. So drivers are your big concern.
