I'm struggling with this, somewhere I'm supposed to have an epiphany and realise that it's not a problem if Perl makes it easier to do bad things "than any other language or tool". I don't feel that coming on. Particularly since the vast majority of the things that I object to in Perl do absolutely nothing to increase the basic expressive quality of the language.
