The problem there becomes that people have more applications than they want in the dock, so they're used to going to Finder -> Applications for anything they run. ("Why do I have to go into /Utilities/? Ugh!") djb-esque /command could be implemented as a smart folder located at /Applications, aggregating from ~/Applications, /System/Applications, and anything flagged @Application in Spotlight.
