Personally my priorities are ...

1. Document and update Bandito
2. Speed up Mariachi
3. Add 'allowed posters' and 'message footers'
4. ...
5. Profit

Should the creation of a new list create a $list_name directory under 
$ROOT?

I'm thinking that the template search path should be

$ROOT/$list_name/templates:$ROOT/templates

and that the archives should be stored  in $ROOT/$list_name/archives/

in which case, should that be created too? Bandito should really copy 
across the archives from old Mailman installs.
