Any objections to another module?
A quick scan of the gazillian Log::* CPAN modules makes Log::Easy
look about right. Admittedly this opinion is influenced by
the fact that "E" is early enough in the alphabet I looked
at it before I got tired of the exercise.
Log::Agent and Log::Log4perl seem to be the bulkiest of them
all.

I'm also intrigued by the evil code modification mysto-spooko
that Log::Easy offers for performance.

I must be missing something. I can't find any other places that
use the variable:

  # find /usr/local/lib/perl5/ -type f |xargs grep CONFIG_FILE
  /usr/local/lib/perl5/site_perl/5.8.4/Siesta/Config.pm:our $CONFIG_FILE
  = '/usr/local/siesta/siesta.conf'
  /usr/local/lib/perl5/site_perl/5.8.4/Siesta/Config.pm:  unless defined
  $CONFIG_FILE;
