That's a Mac thing, Firefox is just behaving like a native app. You can change this behavior system wide. I discovered that there's an option hidden in System Preferences -> Keyboard & Mouse -> Keyboard Shortcuts for "In windows and dialogs, press Tab to move the keyboard focus between... [Text boxes and lists], [All controls]". Change it to "All controls" and you'll have the behavior you desire. I'm not sure yet if I like it. Why they hid this in "Keyboard Shortcuts" I have no idea.There's stuff above here
