Once you've configured CPAN.pm, you can install A, and it will install the pure Perl dependencies B, C, and D just fine, from remote repositories. When e.g. something depends on externalities like libraries, or the module doesn't pass its tests because of unportabilities, CPAN.pm can't perform miracles.
