I've been very slack at hacking on this today, Matt sidetracked me
with PPerl issues, but have these first two done, in prototype at
least.

t/05setup_database.t, t/07list.t, and t/10plugin_membersonly.t do this
already.

As to ISSUES, yup, I think the first is a doc-fix, possibly suggesting
that users make the thing group-writable and find some common group for
the webserver and mailserver (on plough the tequila process runs as
the majordomo user.)   Plus now we have archiving this needs similar
caveats.

This list should now be archived, we just need a way to webify
maildirs (or for someone to rewrite Archive.pm to output something
else and webify that).
