That's not an intuitive name, to me. Admin-by-email isn't unique to
Majordomo... Plugin/EmailAdmin.pm?

In an ideal world, though it shouldn't be compulsory.

Only if we're after levels of control. All I need for SmartList is:

- add to list X email address Y
- remove from list X email address Y
- show list of users of list X

and there's 95% of the list-admin's tasks covered.

Basically, if Siesta can be persuaded to create and maintain a file
/somethingorother/$listname (which doesn't need to have any content,
just needs to exist or not in parallel to the list) then the integration
is doable.
