why do messages get deferred?

I am using Siesta for a few lists. Once in a while I get an admin 
message saying:

> advisory has a deferred message from foo@xxx.xxx
> http://siesta.unixbeard.net/siesta/resume.tt2?id=13
> Will set it back on its way

What causes a message to get deferred? Also, I don't have the web 
interface installed (and can't), so I need a way to un-defer messages 
without the interface.

Can anyone point me in the right direction?
