For the web, CSS is, I believe, the closet you're going to get to a
"proper layout-oriented tool".  Obviously you aren't going to use either
for non-web layout; you're going to use Quark or something.  And yeah,
it sucks, but clay isn't all that bad as long as more browsers didn't
drop the bust, shattering it (to really stretch that metaphor ;-).
