Each rule is a row of three input widgets: a drop-down box for the data to check (Artist, bitrate, BPM, etc.), a drop-down box for the type of comparison (varies depending on the contents of the first drop-down box, but stuff like "is greater than", "contains", "is in the range", etc.), and a text entry box for the value you want to use as a limit.
