Hey, I had to amuse the crowd somehow...

All things are relative.  Once you've configured CPAN.pm,
you can install A, and it will install the pure Perl dependencies
B, C, and D just fine, from remote repositories.  When e.g. something
depends on externalities like libraries, or the module doesn't pass its
tests because of unportabilities, CPAN.pm can't perform miracles.

Contrast that with RPM hell (or, Fink hell), and you'll understand
how I dare claim that CPAN.pm "just works".
